The Renault driver passed Daniil Kvyat for 11th but ran off track at Turn 12 at the end of the back straight, rejoining in front and keeping the position.
The stewards investigated the incident after the race and deemed Magnussen to have gained a "lasting advantage" by running off track.
That is a breach of article 27.4 of the sporting regulations and as a result, the stewards chose to add five seconds to his race time.
That dropped him one place to 11th, behind Kvyat.
He was also awarded two penalty points, bringing his total to four for the 12-month period.
Magnussen said: "The penalty is frustrating, but that's racing sometimes.
"It was a pretty decent race considering our qualifying position [18th].
"I was able to have some fun at the end of the race on the super-soft tyres - it was the most fun I've had in the car all season, being able to push hard to the chequered flag."
