Poulter - a key figure in Europe's last two successes in the sport's biggest team event in 2012 and 2014 - will miss four months of golf, according to reports.
The 40-year-old Englishman is struggling to walk and practice, has missed the cut in his last two tournaments on the PGA Tour in America and has seen his world ranking drop to 85.
"I am obviously disappointed to be in this situation, especially during a Ryder Cup year," said Poulter. "Right now, rest and rehab take priority."
Poulter is without a tournament win since 2012, but has reserved his very best form for the Ryder Cup insipiring the 'Miracle of Medinah' in Chicago in 2012 when Europe recovered from trailing 10-6 on the final day under José María Olazábal's captaincy to regain the trophy 14.5-13.5.
Poulter has a formidable record in the event with 12 wins, four halves and only two defeats in five appearances.
The 41st Ryder Cup is due to be staged at Hazeltine in Minnesota between September 30-2 October.
Europe - captained this time by former Open champion Darren Clarke - have won the past three Ryder Cups, last tasting defeat under Nick Faldo at Valhalla in 2008.
