Meadows, who won 800m bronze at the recent European Championships and last year's World Championships, had said she would discuss travelling to Delhi with husband and coach Trevor Painter.
And the pair have now decided to prioritise next year's World Championships in Daegu and not risk extending Meadows's season, especially after the Achilles problems that have blighted her outdoor campaign.
Meadows admitted she was still feeling the hungover from Barcelona after coming home fifth in the 800m at the Aviva Grand Prix in London.
Russia's Mariya Savinova clocked a winning 1.58.64 time while Jemma Simpson was the top British finisher in third.
"My mind was all over the place and I switched off and got bumped and barged," said Meadows, who still clocked a sub two-minute 1.59.40.
"I was pleased with the time considering and how I came through. However, it's very hard to get yourself back into the game after a major championship.
"We've talked about the Commonwealths and decided against it. I love running indoors and I want to do that next season as it's the perfect preparation for the World Championship and obviously the Olympics beyond that."
Jeremy Wariner ran a race of two halves to claim the 400m in 44.67 seconds, while Jamaica's Jermaine Gonzales and Ricardo Chambers followed him home.
"My first 200m was so slow but I brought it back really well but I felt really strong at the finish, so I can't be disappointed," said the former world and Olympic champion.
Britain's Michael Bingham and Martyn Rooney - second and third in Barcelona - were a distant fourth and sixth.
"I'm sorry for running so poorly, my tactics were all over the place," admitted Rooney, after posting a pedestrian 45.89.
