Breschel, who also finished second in the opening stage, was pipped to the line in Aarhus by Cusin despite matching the Cofidis rider throughout the break in the final three kilometres.
The breakaway pair took full advantage of hesitation in the peloton to open up a gap before Cusin sprinted away from Breschel in the closing metres.
Sacha Modolo, in yellow after the opening stage, was beaten to third in the mass sprint by Daniele Bennati and now sits four seconds behind Breschel in the GC.
SaxoBank-Sunguard rider Michael Morkov is third overall, a further three seconds behind Modolo.
