The British team will be devastated with the loss of the veteran sprinter, who has won 30 Tour de France stages in his career but failed to finish last month's Tour after missing the time cut.
The 33-year-old will be replaced by Mark Christian, and said: "I've been advised that at this stage the best thing is for me to withdraw. It's incredibly disappointing."

Team GB will now race with no standout names in their squad, but the squad is made up of Adam Blythe, Owain Doull, Luke Rowe, Ian Stannard, Ben Swift and Scott Thwaites, as well as Christian, Cavendish's understudy.
Performance Director Stephen Park said:
Obviously, this is disappointing for Mark, the team and his fans but it’s the right decision. Mark’s pride and passion for representing his country is always apparent and we know how much he was looking forward to the race. I’d like to thank Mark Christian for stepping in to the team at short notice, and I’m looking forward to seeing our strong squad take on the men’s road race this Sunday.
