The BMC rider clipped a grass verge during the technical downhill section, crashing onto the road before colliding with a rock-face at the side of the road.
The accident also saw Irish rider Dan Martin felled as he collided with the prone Porte.
The 32-year-old Australian received extensive treatment on the road before being taken to hospital in an ambulance.
It was confirmed on Sunday evening that Porte had fractured his collarbone and hip.
Race leader and Porte's former team-mate Chris Froome led the reaction from the peloton in the aftermath of the stage, saying:
Richie was quite instrumental in slowing the group down and saying, basically 'guys, this is not the moment to attack the leader of the race when he's got a mechanical'. So, thanks to Richie and I really hope he makes a speedy recovery there.
Fabio Baldato of BMC and Team Sky's Dave Brailsford also spoke to Eurosport after Stage 9.
