The 24-year-old Chile midfielder has been linked with a move to the Bavarians since it was announced that former Leverkusen boss Jupp Heynckes would become Louis van Gaal's full-time successor on July 1.
Leverkusen's football director Rudi Voller told Kicker magazine: "Our principle is that Arturo is too important to us and we want to keep him in any case, whether the offers come from Munich or Napoli, they are not high enough to force us into a rethink."
Bayern are also rumoured to be chasing Manchester City Jerome Boateng, with chief executive Karl-Heinz Rummenigge also confident that they will complete the signing of Japan midfielder Takashi Usami from Gamba Osaka, telling Kicker: "It looks good."
Bayern have already signed goalkeeper Manuel Neuer on a five-year deal from Schalke with Energie Cottbus striker Nils Petersen and Genoa defender Rafinha also moving to the Allianz Arena.
