The 38-goal forward Salah had been suffering with a groin strain since the 3-0 first leg defeat against City at Anfield, but he trained on Monday and is fit to take his place in the starting line-up.
City defenders John Stones and Danilo miss out after both were both absent from training on Monday. City coach Pep Guardiola is expected to go with three at the back as Kyle Walker, Nicolas Otamendi and Aymeric Laporte all start with Vincent Kompany on the bench.
David Silva, Fernandinho and Kevin De Bruyne will support the home side's attack as Guardiola goes for broke.
Aguero is fit enough for a spot on the bench after receiving a tough challenge from Ashley Young in the Manchester derby on Saturday.
For Liverpool boss Klopp, the fitness of Salah is crucial ahead of the match.

Captain Jordan Henderson is suspended, but full-back Andy Robertson is fit for the visiting side.
The German revealed in his press conference on Monday that a decision on Salah's fitness would be made on Tuesday prior to kick-off and that the mood inside his camp is rather special.
"In the club, the mood is special at this moment. You can feel it," said manager Jurgen Klopp, whose is hoping to lead Liverpool to their first semi-final of the Champions League since 2008.
"It is not easy to be part of the normal life and feel and hear what people are saying about the excitement and importance of the competition.
