The former Celtic defender has had a frustrating time this season, making just one first-team appearance in the Capital One Cup defeat to Burton in August.
Rogne was signed by Wigan in the summer of 2013 and had an encouraging debut season in the Sky Bet Championship, also turning out in three Europa League games.
However, he has been unable to carry that on under Malky Mackay, who told the club website: "Thomas leaves the club with our best wishes for his future career.
"It has been a frustrating time for him and it is clear that he needs to play matches, which we were not able to give him."
Rogne began his career in his native Norway but moved to Celtic in 2010, making 50 appearances for the Scottish giants.
