The 27-year-old was released by Nottingham Forest this summer but could make a quick return to the City Ground as part of Jose Riga's squad this weekend after putting pen to paper on a one-year deal, with the option of another 12 months added on.
The former Manchester City trainee has also represented West Brom, QPR, Middlesbrough and Yeovil - scoring 10 goals in 19 league games when on loan with the Glovers in this division last term.
"It's taken a little bit longer than we all expected and wanted, but it's done now and I can't wait, I'm raring to go," Miller told Blackpool's official website.
"I've heard a lot about the club and we've spoken in the past about me coming here. I spoke to the manager and he assured me he was going to do things the right way, he was an integral part of me signing here."
The Seasiders had earlier continued their rebuilding process by signing Everton midfielder John Lundstram on a season-long loan.
The 20-year-old has yet to make a first-team appearance for the Toffees but has represented England at youth level and enjoyed stints with Doncaster, Yeovil and Leyton Orient.
Lundstram actually scored against the Seasiders in a 1-0 win for Yeovil last December, but is now looking forward to making his mark at Bloomfield Road.
"It's a good challenge to come into," said the Liverpudlian. "It's a Championship club, which is where I want to be playing, so I'm really excited to get started.
"We've got the whole season to try and build the team up and get good relationships with everyone. It obviously won't come straight away, but with a full season we'll build relationships and hopefully build towards having a good finish."
