The Dutch, who beat Israel 1-0 in the opening game, conceded a superb 77th minute free-kick from Miguel Veloso as the teams doubled the goal count for the Championship in one game.
Full international Babel gave his side the lead from the penalty spot after 33 minutes.
Portuguese keeper Paulo Ribeiro needlessly charged off his line and made contact with Rigters leaving German ref Knut Kircher no option but to point to the spot.
The Dutch really should have taken an early lead but Ryan Donk chested over the crossbar with the goal gaping after Royston Drenthe's trickery on the left.
Pacy forward Rigters hooked an effort onto the post just before half-time but did get his name on the scoresheet, 15 minutes from time.
The NEC Breda man hooked home man-of-the-match Drenthe's cross from the left and although Veloso curled home a quick reposte, they face a tall order to reach the last four..
Earlier, Kevin Mirallas' late winner for ten-man Belgium knocked Israel out of the Championships in Heerenveen.
The Lille striker latched onto a long ball in the 82nd minute and held off the challenge of Dekel Keinan before slotting home the winner.
Belgium, who drew 0-0 with Portugal in their opening game, now need a point from their match with the Dutch in Heerenveen on Saturday to join their neighbours in the last four.
The Red Devils were put on the backfoot after the harsh sending off of Marouane Fellaini by Scottish referee Craig Thomson in the 18th minute for a second bookable offence.
The Standard Liege midfielder pulled out of a tackle on Eliran Danin but was shown a second yellow, just six minutes after his first.
Mirallas saw an early attempt superbly tipped around the post by keeper Tom Al Madon but Israel dominated thereafter with Chelsea's Ben Sahar at the forefront.
Barak Itzhaki had a dipping shot just over the top before Nicolas Lombaerts cleared off the line from the teenager Sahar's effort.
After the break Logan Bailly blocked Idan Srur's stinger with his legs and Thomas Vermaelen made a great diving block to deny Shlomi Arbeitman after more great work down the left from Sahar.
But the Belgians then domainted in the final 30 minutes with former Spurs man Jonathan Blondel hitting an acrobatic volley just wide and Mirallas hitting the post before the late winner.
