The Australian midfielder has signed a two-year contract at the Global Energy Stadium after a successful loan spell last season.
The 22-year-old is joined in Dingwall by Austria Under-21 goalkeeper Daniel Bachmann, who arrives on a six-month loan from Stoke.
Irvine, who made 30 appearances for County last season, told the club's website: "I'm delighted to be back at Ross County. I always knew it might be a possibility to come back and join the club permanently and now it's all agreed I couldn't be happier."
Bachmann, who will compete with former Partick Thistle goalkeeper Scott Fox for the jersey, played in County's 2-0 friendly defeat by NEC Nijmegen on Saturday.
He said: "It has all come out of the blue but I am really happy to join Ross County on loan until January. I am really looking forward to experiencing the Ladbrokes Premiership and working with the manager and coaching staff during my time here."
