"This is the biggest and most exciting project I have taken on and is the greatest challenge of my sporting career," Ramos told the club's radio station.
"This side, which is one of the five or six best teams in Spain, is growing, is doing things well, and has a very bright future."
Ramos, who has an option to extend his contract by a further 12 months, replaces Joaquin Caparros who took over at Deportivo Coruna last week.
The 50-year-old paid tribute to Caparros, who led Sevilla to a sixth place finish and UEFA Cup qualification last season, and claimed he wanted to continue the work started by his predecessor.
Caparros took Sevilla from the second division back into the top flight, turning them into one of the most entertaining teams in La Liga, and earned a reputation for nurturing young talent.
"Sevilla spent 20 weeks in the Champions League places last season, and were fighting at the top end of the table all year," Ramos added.
"They did well enough to have made it to the Champions League and only through bad luck in the last few games missed out on what they deserved.
"We have a competitive squad, and something that I find very reassuring, is that behind that we have Sevilla B who can always step up to lend a hand as they did so well last year."
Ramos, who did not coach a club last year, has coached Rayo Vallecano, Espanyol, city rivals Real Betis and Malaga in the past.
He led unfashionable Rayo Vallecano into the UEFA Cup in 2000, and Betis into the UEFA Cup in 2002 following a sixth-place finish.
Ramos will be officially presented at a news conference on Tuesday.
