Cisse, who played over 150 league games for PSG during a 10-year spell with the club, has attacked Van Gaal's management of Di Maria, arguing that the United boss destroyed him during his stint at Old Trafford.
The 27-year-old Argentine completed a £44.5 million move to PSG in the summer transfer window after his miserable time with United and Cisse believes that Van Gaal was entirely to blame for the way things worked out.
"Van Gaal killed him," Cisse told Canal Plus. "He must be left to express himself, he's an artist.
"Laurent Blanc will manage him and he'll have a very good season. He will have a good manager.
"He was a little short of sharpness, but that's normal. He will bring rhythm and an ability to cut into defences.
"One of his best seasons came under [Carlo] Ancelotti," he added, suggesting that good man-management is key for the Argentine.

As for PSG in general, Cisse has backed the Ligue 1 champions to flourish this season under Laurent Blanc.
"The objective for PSG is to stay unbeaten all season. It's never been done before in France," he said.
"To motivate the players, it's an interesting challenge. Week after week, they would find new desire."
