The Scottish international, 29, has penned a three-and-a-half year deal at Carrow Road.
"I'm very happy to have signed because now I can concentrate on the football side of things," Naismith told the club’s official website.
"Norwich have displayed class in the way they've done their business all the way through. They've shown how much they wanted me, which is great, and I'm delighted to be here."
Naismith struck a ‘perfect hat-trick’ – left foot, right foot, header – in Everton’s 3-1 triumph over Chelsea in September, but soon fell down the pecking order at Goodison Park.

Norwich will be hoping his goals can keep them in the Premier League. The Canaries are just two points above the drop zone.
"We are delighted to conclude this deal and bring Steven to the club," added Norwich boss Alex Neil.
"He's a proven performer at Premier League level and an established international with Scotland so arrives with excellent pedigree."

OUR VIEW

In many ways, Naismith is the ultimate player for a relegation battle: energetic, hard-working and chips in with the odd goal.
Norwich need someone to reignite their campaign after losing the last three. Naismith might just be their saviour.
