The accusation from the Portuguese manager is one that used to be aimed at the Stamford Bridge club after Roman Abramovich bought it in 2003.
But after a relatively modest outlay on signings this summer after winning the league last season, Chelsea have watched their rivals spend large sums on talent.
Manchester City, Manchester United and Liverpool have all invested significant money on improving their squads, with Raheem Sterling alone costing City £49 million.

And Mourinho told Sky Sports after his side's penalty shootout win over PSG in the International Champions Cup: "In the beginning of Mr Abramovich coming to Chelsea, Chelsea was buying the title.
"Now, they are buying the title. All of them, they are buying the title.
"It is up to us to be strong and to fight them and, obviously, to try and win it again, even without the big investments."
