The 24-year-old has reportedly agreed a six-year deal at City and will wear the number 17 shirt.
"I want to reach the highest level possible as a player and I think the most important thing is that at the end of the season we can be happy and maybe have some titles,” De Bruyne told the club’s official website.
"I think this is the most important for the Club, the players and for the fans of course."
The fee for the player that moved to Wolfsburg in January 2014 for £18 million is said to be in the region of £54-57 million.
The 24-year-old has forged a reputation as one of Europe's most creative midfielders with 33 assists in 72 appearances in all competitions for the German side.
He started his career at Belgian side Genk and was an integral member of their title-winning side in 2011, scoring six goals and registering 17 assists in all competitions.

In 2012 he joined Chelsea but was immediately loaned out to Bundesliga side Werder Bremen, registering 10 goals and 10 assists in 34 appearances.
The 33-cap Belgium international struggled to secure regular football at Stamford Bridge, however, and moved to Wolfsburg with Chelsea's manager Jose Mourinho saying he had been "an upset kid, training very bad and not ready to compete".
At Wolfsburg, however, he thrived and became one of Europe's most revered creative midfielders.

Marcus Foley (British Eurosport): City have made a supreme start to their 2015-16 Premier League campaign. Sitting top, with 12 points from a possible 12, they have been imperious. Their front four – Jesus Navas, Raheem Sterling, David Silva and Sergio Aguero – have cut defences to shreds and the signing of De Bruyne should only fortify their excellence. Navas, who has made a very solid start to the season and offered a consistent threat down the right, looks like the man who will more than likely make way for De Bruyne.
De Bruyne had his struggles at Chelsea but it would be fair to say that he was never really given an opportunity to establish himself at the west London club. That very fact could actually be to City’s benefit – not only have they signed a highly talented player but also one with a point to prove.
Andreas Schulz (Eurosport Germany): Considering his outstanding performances last year, Kevin De Bruyne should be a superb signing for City. He scored ten times and had 22 assists - a record for the German league. Moreover, the Belgian international led Wolfsburg to secure second place and the cup. So his player of the year award was well earned.
De Bruyne is a delightful player to watch. However, he failed to succeed twice at a relatively 'cold' Chelsea. During his time in Germany - at Bremen and Wolfsburg - he has appeared to be quite sensitive, needing reassurance to truly excel. Wolfsburg is a city in the middle of nowhere, and De Bruyne was its superstar. It allowed him to show his very best football. Wolfsburg are a relatively relaxed club, certainly when compared to City, Chelsea or Bayern.
Personally I’m a huge fan of De Bruyne, at the same time I’m not fully convinced he will become a key figure at City, though.
