The 22-year-old Dutch international was recently named Dutch young player of the year, being given the Johan Cruyff Trophy that has previously been lifted by Rafael van der Vaart and Janssen's new team-mate Christian Eriksen.
He has signed a four-year contract with an option for two more years at White Hart Lane and will reportedly earn between 10 and 15 million euros in four years.
AZ agreed the move with the London club last week and personal terms and a medical was completed on Monday.
AZ paid €400,000 euros to Almere City for Janssen's services just last year - and it was there that he became a sensation with 27 goals in 34 league matches to give the side a top four finish. His exploits made him top scorer in the Eredivisie.
He had played at second division Almere the previous season after failing to make the grade at Feyenoord.
Janssen scored for the Netherlands in his second international cap against England at Wembley in March and now has three goals in five appearances.
