The Belgian starts in place of Yaya Toure who drops to the bench.
Leroy Sane has also been named in Pep Guardiola's starting XI, but there is no place in the squad for Raheem Sterling who failed a late fitness test.
Antonio Conte has stuck with his 3-4-3 formation in a side showing one change from the 2-1 win over Tottenham as Cesc Fabregas replaces Nemanja Matic who has a "small muscular problem".
