The fee, which includes add-ons, would make Salah a club record signing eclipsing the £35m paid for Andy Carroll.
KingFut reports a deal has finally been done for the Egpytian international, who will arrive on Merseyside on Tuesday.
Salah has been in sparkling form for Roma this season, scoring 19 goals and establishing himself as one of Serie A's deadliest forwards.
Liverpool manager Jurgen Klopp is keen to strengthen his attacking options as the club return to the Champions League. The Reds appeared overreliant on Sadio Mane's pace in wide areas last season, something Salah's arrival would instantly remedy.
The Egyptian has blossomed since an abortive spell at Chelsea - he made just 19 appearances in two seasons at Stamford Bridge and was loaned out before moving permanently to Roma in 2016.
Roma have already identified his replacement in Rachid Ghezzal, who is a free agent after his contract with Lyon expires this month.
