Rooney finished the season as Everton's leading scorer with 11 goals, but is apparently on the verge of signing a contract worth £3.7m a season to move to the American capital.
According to the Daily Mail, 32-year-old Rooney and his agent Paul Stretford will meet with representatives of the Washington club to discuss personal terms.
He has a year left to run on a £300,000-a-week contract that is paid by Manchester United and Everton, who have granted permission for the former England striker to examine the prospect of a summer move away from Goodison Park.
Everton have yet to decide if they are willing to part company or what the transfer fee will be with the board split on the issue after the sacking of Sam Allardyce last week.
Rooney will apparently tour Washington and visit the club's new stadium during his trip to the US, according to The Washington Post.
