The midfielder arrived on a three-year-deal from Bristol Rovers in the summer but has failed to score in 17 appearances for the Cobblers.
"I don't think John-Joe has produced anything near what we expect him to," Wilder told the official club website.
"We've spoken to him, he's not got himself up to speed and he's not got his season going.
"As coaching staff we have to make decisions and look at why that is but I think the player has to look at himself as well."
O'Toole finished the 2013/14 season as Rovers' top scorer with 13 goals and was also named in the PFA's League Two Team of the Year.
"He's a stand-out player and I think he should be doing a lot more when he plays," Wilder continued.
"The player has to take responsibility for his performances and the way he goes about it.
"A loan might be an option if it guarantees him games but we can't use our first-team games to get him fit."
