Although the fine details of the rule have yet to be finalised, the idea is that drivers will do a series of exploratory laps behind the safety car.
When the conditions are deemed safe enough for the safety car period to end, the cars will line up on the grid for a standing start.
It is believed all cars will be required to take the start rather on wets rather than being allowed to pit to change tyres.

It comes after the first five laps of the British Grand Prix were held under the safety car, with several drivers suggesting it should have been called in much earlier.
It is also understood discussions took place about introducing a rule that bans work on cars during a red-flag race stoppage, but the idea requires further work.
Once both proposals have been finalised, they will require approval from the F1 Commission and subsequent ratification from the World Motor Sport Council.
Race director Charlie Whiting is set to hold a briefing on Friday in Germany to explain the proposals.
