In the wake of the multiple tyre failures at the British Grand Prix, AUTOSPORT understands that Todt held a meeting with Pirelli motorsport director Paul Hembery, racing manager Mario Isola and F1 race director Charlie Whiting in the paddock at Silverstone on Sunday night.
While Pirelli is being pushed to act in the next 48 hours to implement a response for next week's German Grand Prix, Todt felt it would be worthwhile if Pirelli attended next Wednesday's long-scheduled SWC meeting.
Although any decisions made there will be too late to have any major impact on the German GP, the hope is that solutions can be agreed that will help ensure the problems are solved for the remainder of the season.
Speaking to French television channel CANAL+, Todt said that it was important F1 and Pirelli responded in an intelligent way once answers have been found about what exactly went wrong at Silverstone.
"I had a meeting with officials from Pirelli, who will obviously investigate all the incidents that occurred in recent days," explained Todt.
"They will come up with proposals for the important meeting with all the teams on Wednesday. This [issue] will be part of the priority agenda.
"From the moment there are safety issues we have to make the right decision - and not just respond emotionally.
"We must analyse things and let the experts come together to meet after that. It will allow us to make a final decision."
