Londoner Parsons, 30, was six tenths behind South Korean leader Yun Sungbin posting 50.85 seconds on his first run before improving to 50.41 for the third best run of the second heat.
His team mate Jerry Rice lies in 12th position with a best run of 51.06 seconds.
Over at the Yongpyong Alpine Centre, Britian's Alex Tilley crashed out in her first run as she slipped on a tight turn and collided into a gate on her way down the hill.
Elsewhere, Eve Muirhead's GB women's curling team lost their second round robin match to USA by 7-4.
The match was level at 4-4 after eight ends but the Americans orchestrated a good tactical game in the final end to move clear by three points.
