The pair, who won two World Under-23 silver medals in 2016 and 2017 - in the eight and four respectively - have been named as part of the 24-strong GB squad that will be heading to Lucerne, Switzerland, on July 13-15.
Hurn also won the Boat Race with Cambridge in April and British Rowing's director of performance Brendan Purcell believes that he and Carnegie are more than ready for the big leagues.
"It's great to see Sholto and Rob making the step up to the senior team for this World Cup," he said.
"Their selection is a testament to their hard work and also to the strength of the high performance pathways at British Rowing.
"This regatta is a great opportunity for a few crews to get some more racing under their belts ahead of the European and World Championships later in the year, as well as a chance to secure as high a standing in the World Cup table as possible."
Great Britain currently sit third in the overall World Cup standings on 89 points, behind Netherlands (95) and Germany (93).
George Rossiter and Harry Glenister will also take to the water in Lucerne while Rossiter's brother Matt will link up with Ollie Cook in the men's pairs, as will Morgan Hellen and Callum McBrierty.
Having finished 11th in the women's singles at World Cup Two in Austria, Alice Baatz is selected again, while the men's and women's quads remain unchanged.
John Collins, Jonny Walton, Graeme Thomas and Tom Barras will look to take their second win of the series, having won gold in World Cup One in Belgrade while Mathilda Hodgkins Byrne, Melissa Wilson, Jess Leyden and Zoe Lee team up in the women's boat.
Emily Craig and Ellie Piggott, as well as Jamie Copus and Zak-Lee Green, are named in the lightweight pairs while Sam Mottram will race in the lightweight singles.
