Riley, 27, who won the Challenge Cup three times and was twice a Grand-Final runner-up in his 10 seasons with Warrington, was without a club when he left Wakefield at the end of last season.
Hornets coach Alan Kilshaw, a former assistant at Warrington, said: "We're delighted. There are players playing in Super League, especially wingers, who aren't as good as Chris."
Riley, who has taken a job away from the game to join the part-time club said: "It's a new challenge that I look forward to but it's going to be a testing one over the next couple of months, getting used to full-time work, then going into a part-time environment of rugby league.
"But rugby league comes natural to me and obviously I've a lot of experience from the work I've done over the last 10 years."
