The Centurions have announced that the 32-year-old centre has signed a two-year contract at Leigh Sports Village.
His signing follows those of former Man of Steel Rangi Chase, Harrison Hansen, Cory Paterson and Reni Maitua this winter.
Coach Paul Rowley said: "The opportunity to sign Willie comes after a very rigorous search for another outside back and so to finally land a player of Willie's quality is very pleasing. This is another positive step in the progression of our club."
Tonga, who has eight Australia caps, joined the Dragons last year after spells at Parramatta, Canterbury and North Queensland. He made 18 Super League appearances for the French side.
