Sackey scored both his tries in quick succession in the middle of the second half to add to an earlier drop goal and penalty from Jonny Wilkinson.
Wilkinson could only convert the second of Sackey's scores but added another penalty 10 minutes from time to ensure the hosts victory.
Toulouse's points all came from the boot, two penalties being scored by Florian Fritz and one by Jean-Marc Doussain.
The result left Toulon seventh, one place outside the play-off spots, just one point shy of sixth-placed Montpellier.
Montpellier 17-22 Bayonne
Montpellier's play-off hopes, meanwhile, took a blow when they lost at home to Bayonne.
The hosts got off to a brilliant start when Timoci Nagusa touched down in just the first minute, but they could not sustain that pace and Bayonne hit back almost immediately when Abdellatif Boutaty crossed over.
Guillaume Bernard scored the second of Bayonne's tries in the 23rd minute to help the visitors hold the lead at the interval despite three penalties from the boot of Martin Bustos Moyano.
Bustos Moyano and Benjamin Boyet traded penalties early in the second half before Danre Gerber touched down again for Bayonne to put the result beyond doubt.
Stade Francais 12-20 Clermont
Stade Francais's season continued to go from bad to worse as they were outscored two tries to nothing by Clermont at home.
Stade currently sit in 10th in the standings, 13 points behind ninth-placed Bayonne but 16 points clear of the relegation zone.
Kini Murimurivalu and Julien Malzieu both touched down for the visitors, while Morgan Parra kicked seven points and Butch James added another three with the boot.
Stade's points all came from the boot with Lionel Beauxis kicking two penalties and a drop goal and Julien Dupuy adding a penalty.
Bourgoin 22-33 Castres
Castres moved a step closer to securing a place in the play-offs with a comfortable victory in Bourgoin.
Winger Matthieu Nicolas crossed over once in each half while Joe Tekori and Yoan Audrin also got onto the scoresheet as Castres touched down four times.
Bourgoin also touched down four times, through Jean Francois Coux (twice), Remy Vigneaux and Albin Louchard, as the boot proved the difference between the two teams.
While Bourgoin could only manage one conversion, kicked by Matias Viazzo, Castres converted two of their tries, one apiece from Romain Teulet and Pierre Bernard, with the latter also adding three penalties.
Perpignan 23-16 Racing Metro
Racing Metro's push for an automatic semi-final berth is in doubt after they surrendered to a second straight loss, going down at Perpignan.
All three of the tries came late in the match with Perpignan getting the ball rolling through Joffrey Michel and Rudi Coetzee before Sebastien Chabal hit back for Racing.
Nicholas Laharrague scored 13 points with the boot for Pepiganan while Racing could only manage 11 through Jonathan Wisniewski as the hosts wrapped up the win.
Biarritz 52-26 Brive
Biarritz ran in eight tries as they cruised to bonus-point win over Brive at Parc des Sports Aquilera.
Pierre-Gilles Lakafia touched down twice, once at either end of the match, as did Magnus Lund, while Marcelo Bosch, Wenceslas Lauret, Ilikena Bolakoro and Takudzwa Ngwenya.
Dimitri Yachvili added conversions for five of the tries while Julien Peyrelongue added a sixth to complete the hosts scoring.
Brive scored four tries of their own, with Gerhard Vosloo crossing over twice alongside scores from Shaun Perry and Jean-Phillipe Bonrepaux, and kicked three conversions through Mathieu Belie but never came close to matching Biarritz's pace.
