The incident took place in December at the York-based event, where Allen went on to reach the final, picking up £46,000 in prize money for his efforts.
Allen was involved in a war of words with UK snooker chief Barry Hearn at the tournament after the Northern Irishman criticised the changes Hearn had made to the sport and suggested he should step down.
"The players don’t really matter (to Hearn), so **** the players," he said.
"When Barry came in, one of the first things he said was that the World Championship, UK and Masters wouldn’t be touched. Only 18 months later, the UK format has changed."
Hearn responded at the time that he was taking legal advice on the matter.
"(I am) far too busy to worry about silly little boys making silly little comments," said Hearn.
"It is a shame (his comments) have overshadowed a first-class tournament. I've been watching it and enjoying it and the crowds are up.
"People say silly things, we all say silly things, but I am happy to let the disciplinary committee deal with it."
