Trump, who beat Ronnie O’Sullivan to claim the European Masters over the weekend, ground out a tactical first frame and was the beneficiary of some substantial luck to take the second.
Williams produced a sublime double to set up a frame-winning opportunity but a kick on the very next shot allowed Trump back in to clear.
Trump then eased to the third frame before a break of 79 in the fourth was enough to ensure his progress to the next round, where he will face four-time world champion Higgins.
Higgins, 41, made light work of Tom Ford, compiling runs of 59, 99, 87 and 114 on his way to a 4-1 win.
Elsewhere, Chris Wakelin, emboldened by beating Ronnie O’Sullivan earlier in the day, came from 3-1 down to beat Xiao Guodong.
Wakelin opened with a 130 but Xiao Guodong reeled off the next three frames to open a 3-1 advantage.
However, Wakelin regrouped and runs of 62 and 65 saw the 24-year-old level at 3-3, and he managed to edge a tense deciding frame to set up a quarter-final against Stuart Bingham, who beat Rhys Clark 4-1.
