Despite closing to 6-5 behind from trailing 6-3 overnight, 10th seed Robertson struggled to find himself as Milkins won the final four frames.
It means Robertson joins world champion Mark Selby, Shaun Murphy, Stuart Bingham, Marco Fu and Luca Brecel on the scrapheap of the top 16 seeds already gone from the tournament.
World number 37 Milkins repeats his shock win over Robertson in the first round five years ago when he enjoyed a 10-8 success against the Melbourne man in the last 32.

His reward is a meeting with two-times world champion Mark Williams, who enjoyed a 10-5 victory over qualifier Jimmy Robertson earlier on Wednesday.
Former finalist Judd Trump opened his campaign by opening up a 6-3 lead over qualifier Chris Wakelin.
Trump contributed breaks of 58, 64. 72 and 51 with debutant Wakelin running in a 141 in the fifth frame, the highest break of the tournament so far.
