The fifth-seeded Frenchman outlasted his Spanish opponent in a see-saw encounter 6-4 4-6 6-4 to end his county's drought in the tournament.
The last French player to win the event was Henri Leconte when he defeated Miloslav Mecir in the 1986 final.
The tightness of the match was emphasised by the fact that Simon won just one more point in the match than Almagro - outscoring his opponent 115-114.
It is the ninth title of Simon's career and his fourth success on clay.
