The Briton edged a tight first set, which went to a tiebreak, before clinching the second 6-3 against the 18th seed on her sixth match point.
Konta, who also beat ninth seed Garbine Muguruza of Spain in the second round will now face Petra Kvitova.
The 24-year-old is the first British woman to reach the fourth round of the US Open since Laura Robson in 2012.

"It's all a progression," said Konta. "I feel like I've been playing a good level of tennis all year. "It's always a confidence boost when you get to play against the best players in the world.
"It was definitely tough because, even if she's not feeling her best, she's one of the best competitors on the tour.
"She definitely didn't give it to me, as you can tell from the last three games."
