News from Sky Italia suggests that the Germany international wants to return to Serie A, where he played for Sampdoria.
Inter are proposing a season-long loan which would become a permanent move.
Arsenal boss Arsene Wenger did not deny the possibility of a move, saying: "It's very difficult for me to talk about individual cases."
Mustafi joined Arsenal just last season from Valencia for a fee of £35m, but the emergence of Rob Holding, combined with the return to fitness of Per Mertesacker and signing of Sead Kolasinac has given Wenger new options.
Arsenal have a squad of 28 senior players, with a Premier League limit of 25 to be met.
