The competition on the artificial track in Latvia was the 45th European Championships but also doubled up as the ninth and final event of the 2013/2014 World Cup season.
And Hansen, who has failed to reach the podium all season, made sure to finish on a high, posting a time of 1:23.976minutes over her two runs to become the first American in nearly 17 years to win a World Cup singles race.
Alex Gough was second for Canada while Khoreva picked up the European Championships title having finished third.
Tatiana Ivanova, who won the 2010 and 2014 European Championships, took the silver medal to complete a Russian one-two with Germany's Dajana Eitberger taking bronze.
Compatriot Natalie Geisenberger, who secured the overall World Cup title in Altenberg last week, missed the event in order to continue her preparations for Sochi.
In finishing second for a second successive weekend, Gough jumped into second spot in the final overall World Cup standings with 626 points behind Geisenberger's 785 points while Tatjana Huefner was third with 551 points.
