After losing his two previous finals, at San Jose and New Haven, Istomin has become the first Uzbek to win an ATP tournament after dominating Querrey.
The 28-year-old, ranked 92nd in the world, was the outsider going into the final but deserved his win, having led 5-2 in the second set.
His nerves were severely tested after two breaks of serve brought Querrey back to 5-5, but Istomin held on to clinch the tie-break 8-6.
