Chairman Paul Duffen has confirmed Hull are in talks with Leeds striker Richard Cresswell and former Bolton front-man Henrik Pedersen.
Cresswell has moved to the top of Brown's list of transfer targets after a move for Ipswich's Alan Lee collapsed, but a deal for the 29-year-old could prove complicated due to the ongoing financial difficulties at Elland Road.
Brown told the Yorkshire Evening Post: "We are talking to Leeds about Richard but obviously, at the current time, there are implications when negotiating about any player that is involved with Leeds.
"All I can really say is that Richard Cresswell, who is local having been born in Bridlington, is a quality player and just the sort we would be interested in, especially as it seems the Lee deal is off."
Brown also confirmed that the club remain in talks with Pedersen after the former Denmark international visited the KC Stadium for a medical assessment last weekend.
"Henrik came to the club and things went well. He has now gone back to Denmark to continue his rehab and we are due to see him again on August 4 and if everything is fine, then we will be looking to sit down and discuss a contract," he added.
