Left-sided defender McNulty has signed a two-year deal with the South Yorkshire club.
"I'm delighted to get the deal done and I am happy to be playing Championship football again," McNulty told the club's website.
The Liverpool-born defender moved to Brighton in 2009, but spent last season on loan at Scunthorpe as they were relegated to League One.
Wiseman is the latest to swap Spotland for Oakwell following in the footsteps of Hill and former Dale midfielder Matt Done - he has signed a three-year deal.
Right-back Wiseman, 25, made over 100 appearances for Rochdale and was part of the squad promoted from League Two in 2010.
Wiseman began his career with hull before spells with Rotherham and Darlington.
