It's the latest sign of Jose Mourinho's diminishing power at Old Trafford after Woodward refused to sanction deals for Toby Alderweireld and Harry Maguire this summer.
It appears that Mourinho has lost control of transfers, both in and out of the club, after admitting he was keen to offload Anthony Martial but he was again vetoed by Woodward.
United's executive vice-chairman sees the French forward as central to the club's future, along with Luke Shaw, Marcus Rashford and Jesse Lingard, according to The Telegraph.

Mourinho's mood isn't likely to improve after it was reported United are set to offer Martial a new five-year contract.
The 22-year-old was fined £180,000 last month after reportedly leaving United's pre-season tour of the US without permission to attend the birth of his second child.
The Frenchman's agent Philippe Lamboley announced that his client wanted to leave United in the summer but his view is said to have changed after the club's refusal to bow to Mourinho's demands.
