The pair were both part of the GB side that took team gold at the 2013 Europeans in Herning, Denmark, and will be linking up once again in Falsterbo, Sweden, on July 12–15.
Funnell, 52, who is the husband of three-time Olympic medallist Pippa, will be competing on 10-year-old gelding Billy Buckingham.
Meanwhile, 58-year-old Whitaker, who helped Great Britain win team silver at the 1984 Olympics in Los Angeles, will be riding JB's Hot Stuff, a 12-year-old British-bred mare.
Netherlands-based Sam Hutton is also part of the British party, with 11-year-old stallion Happydam, while Harriet Nuttall, on 14-year-old gelding A Touch Imperious, and Anna Power, riding 12-year-old gelding Blazer B, are also selected.
Great Britain have competed for points in two Nations Cup legs so far in Europe Division 1.
Earlier this month, they finished fifth in St Gallen, Switzerland, and sixth in Rotterdam, and currently rank ninth overall with 112.5 points, narrowly ahead of bottom-placed Italy.
In 2017, the GB team finished second in Europe Division 2.
