Konta, the first British woman to make the last eight at SW19 since Jo Durie in 1984, was broken in the second game of the first set but rallied to send the first set to a tie-breaker.
However, the Romanian, who will become the world number one should she win, produced some majestic defence to claim the first set.
Konta was in the ascendancy for much of the second set but failed to convert any of the four break opportunities on offer.
The 26-year-old, whose previous best showing in SW19 was the second round in 2016, managed to claim the breaker 7-5 to send their match to a decider.
