Hello and welcome to live coverage of stage 13 of the Tour de France - a very much sombre individual time trial (37.5km from Bourg-Saint-Andeol to La Caverne du Pont-D-Arc) which has been overshadowed by the atrocities taking place last night in nearby Nice. Our thoughts are with everyone affected by the shocking events.

Wow - Tom Dumoulin (Giant-Alpecin) comes home to absolutely smash it. He averaged over 44kmph and his new target time is 50:15 - a whole 1:31 faster than Nelson Oliveira. That will take some beating...

Tom Dumoulin is going to absolutely trounce everyone at the finish - he's 54 seconds faster than second-place Jerome Coppel at the 28km check at Le Pont-d'Arc and on course for a storming time.

Earlier Tony Gallopin (Lotto Soudal) also crashed because of the wind. He continued on his way - unlike Edwaed Theuns, whowas taken to hospital.

Dumoulin was ahead at the second check - although the results have been taken down, perhaps because of that error that said Sicard was leading. Dumoulin has zipped by Luis Leon Sanchez - and that's the second two-minute man he's past. It gives you an idea of how fast the Dutchman is devouring this course.

Tony Martin speaks in the finish zone: "To be honest I did a lot of work yesterday - it shouldn't be an excuse but after two weeks, every power output counts. So maybe I was too tired. I was really suffering on the climb. It's always difficult to analyse after two weeks of racing. I had a feeling that the wind was stronger on the head than this morning. I think Tom Dumoulin is the big favourite now."

Rafal Majka (Tinkoff) is on course now - and he has been thrown a lifeline in the polka dot jersey competition following Thibaut Pinot's earlier withdrawal. The Pole is now the closest rival to Thomas De Gendt in the KOM competition - 12 points separate the pair.

Tom Dumoulin is smashing it. The Dutchman is 10 seconds clear on Oliveira at the first chekc - so we have a new target time of 14:16 at the 7km mark atop the climb. And he'll only get faster on the flat, sheltered plateau up top.

Tony Martin's mouth is like a basking shark as he comes hone, completely spent, and it's only good enough for the fifth best time - a huge 34 seconds down on Nelson Oliveira.

Martin is on the final climb to the line with about 2km to go until the finish. Meanwhile, Tom Dumoulin (Giant-Alpecin) has caught and passed his two-minute man, Amael Moinard (BMC) on the first climb.

Tony Martin was up to fourth at the third time check, 27 seconds down on Coppel's target time. He's getting better after a tricky opening but he won't be able to turn over Oliviera, surely.

Fabian Cancellara - currently 10th at the finish, 1:44 down on Oliveira - spoke to Eurosport after his time trial: "It was hard. There was a lot of wind and the legs were not there. You need a lot of power and the last two days have been hard - I've worked hard for Bauke (Mollema). And then you see your own team-mate [Edward Theuns] on the floor with the ambulance, and it blocked me."

Yes, that must be a glitch in the live times because Sicard was 14th at the third check, almost two minutes down, rising to 13th at the finish - 2:17 down on our leader.

Tony Martin was sixth at the second check too - 41 seconds down on a new leader there, Romain Sicard of Direct Energie. We'll wait on a confirmation of that for Sicard was 1:07 down on Oliveira at the first check so it seems impossible for him to have taken back 1:09 over just 10km - flat ones at that.

Spaniard Ion Izaguirre sets the fourth best finish, 31 seconds down on his Movistar team-mate Nelson Oliveira. A great ride from Izaguirre, who snatches fourth place from Cummings.

Martin zips past Paolo Tiralongo, the Italian veteran from Astana, who set off ahead of him. Meanwhile, Martin's Etixx team-mate Julian Alaphilippe is the latest rider to roll down the ramp.

Only the sixth best time for Martin at the first check - but that's after the uphill section of the Cote de Bourg-Saint-Andeol. The big German struggled a little and has been buffeted by the strong winds. He's 34 down on Oliveira's target time at the 7km mark.

The riders may not be in a bunch on the windy roads today but that does not exclude drama and incident. It seems that Edward Theuns of Trek-Segafredo was involved in a crash and has withdrawn from the race - or at least taken to hospital having completed the ITT.

German time trial champion Tony Martin (Etixx-QuickStep) is on course and he will be one of the favourites for today - along with the rangy Dutchman Tom Dumoulin (Giant-Alpecin) and, of course, Britain's Chris Froome, the yellow jersey at Team Sky.
